This four-part manual details procedures to be followed by the Los Angeles Community College District (LACCD), the California State Department of Education (SDE), and the California Employment Development Department (EDD) in serving students eligible for wage allowances and educational benefits under the Trade Readjustment Act of 1974. Part I outlines the responsibilities of the EDD, SDE, and LACCD in administering the Act's provisions, which are designed to assist individuals who have become unemployed because of foreign imports. These responsibilities call for: (1) the EDD to determine student eligibility and the appropriateness of his/her course of study; (2) the SDE to designate appropriate institutions and to extend a line of credit to these institutions; and (3) the LACCD, as designated institution, to use this line of credit in providing up to $300 of assistance to each eligible student. Part II diagrams and outlines the 13-step process involved in designating an appropriate institution, developing a program of study, and using the line of credit to purchase necessary books and supplies for the students. For each step, the outline specifies a responsible agency, and activity, and a required form. Sample forms with explanations of their use are provided in Part III, followed in Part IV by a list of persons responsible for the Act's administration. (JP)
