Background information, messages from public officials, edited versions of presentations to the delegates, and the 17 resolutions adopted comprise the proceedings of the pre-White House Conference on Library and Information Services. Presentations include a statement of the responsibilities of the delegates by Anthony W. Miele; a review of the legislation for the White House Conference and district meetings in the state at which issues were identified for discussion at the Governor's Conference by Bob Ingram; a discussion of the federal responsibility for libraries by Carl Elliott; suggestions for ways to deliver the library message in a political world by Alice Ihrig; a review of the fiscal position of libraries and six proposals designed to give the taxpayer more services and benefits for less dollars by Major Owens; a summary of the conference by E. Culpepper Clark; and the presentation of the official resolutions by Robert Lager. A list of delegates elected to attend the White House Conference is included, as well as a participant list and a brief description of a model library set up to acquaint participants with the range of existing library and information services.
