The document reports on activities of the Urban Observatory Outreach Project, a program designed to provide screening, diagnosis, and followup services for preschool children with communication problems; to provide training and technical assistance to teachers of handicapped preschool children; and to disseminate printed and audiovisual materials. Section I, on the screening of approximately 2,000 children, addresses participating centers, the protocol used, results of screening, speech and language handicaps, visual motor problems, confirmation of problems, followup and training, regular day care centers, special day care centers, and evaluation of day care centers. Considered in a second section is training and technical assistance in public school kindergartens for such areas as identification of communication problems, strategies to enhance learning of communicatively impaired children, and strategies teachers can use to encourage parents to enhance their child's learning and development. Two final sections address the increase in demand for materials as part of dissemination and additional outreach activities. Noted among results in a summary are that there are a significant number of children in the population studies for whom specialized educational services are needed, that 22% of the children screened in regular day care centers and 29% of the children screened in special day care centers failed the hearing screening, and that a total of 46 teachers in rural public school kindergartens received training and technical assistance.
