In an effort to alleviate or minimize the more serious effects of declining enrollment in Ontario, this report provides relevant data, case studies, and guidelines regarding the use of school facilities. Many school boards in the province have already established practices relevant to the issue of redundant school facilities and consolidation, and 12 strategies are identified as commonly acceptable in confronting the problem of declining enrollment. Community requests for use of vacant school space are increasing and are contributing to a changing concept in which everyone, regardless of age or socioeconomic stratum, can benefit from involvement in the educational process in community education programs. The report recommends that each board generate a long-range master plan; develop policies dealing with surplus facilities, consolidation, and school closure; and fully explore priorities in and alternatives to phasing out schools.
