ESEA Title I Program Impact. Final Report, School Year 1978-79.

A statistical view was compiled of the impact of the Elementary and Secondary Education Act (ESEA) Title I programs on student achievement in all 55 West Virginia county school districts in school year 1978-79. The RMC Model A-1 design was used by each district. Nationally normed achievement tests or criterion referenced tests which were equated to national norms were administered for pretesting and posttesting of the treatment group. The report contains descriptions of: (1) the historical development of ESEA Title I since enactment in 1965; (2) the state's effort to implement Model A-1; and (3) the primary questions to be answered by the study which includes the number of students participating in the program, the number evaluated, and their mean gain scores in normal curve equivalents (NCE). Participant achievement is presented as the change in mean NCE gain scores. Mean gain scores are reported by the following variables: subject, grade, time spent in the program, method of presentation, and test interval. (Author/RL)
