This policy paper, prepared for the Office of Juvenile Justice and Delinquency Prevention and focused on institutional strategies for prevention of juvenile delinquency, begins with a definition of delinquency prevention and a framework which classifies delinquency theories according to the individual, social institutions, or social interaction. The types of community and school programs for delinquency prevention in existence today are described and advice is offered to program planners and policy makers. A major section on the evaluation of delinquency prevention programs emphasizes individual counseling, recreation, instruction, police-school-community relations, youth advocacy, and opportunity enhancement. A discussion of strategies and techniques for prevention summarizes some major findings of a national assessment of delinquency prevention programs. (CS)
