Senior Centers in a Comprehensive Service Delivery System for Orange County. Report and Recommendations of The Orange County Senior Citizens Council-UCI Study Team.

A study team was convened to examine the current status of the delivery system for social services to the elderly in Orange County (California) and to consider the potential of senior centers in fulfilling the role of delivery "focal point." The team was further asked to develop a desirable service delivery system for Orange County as well as guidelines and criteria for various aspects of senior centers. The central notion of the Continuum Model of Senior Services developed was that the senior service focal points should provide access for seniors to all services needed. Services were classified in three basic categories: enhancement, sustainment, and life support. Twenty-six core and twelve ancillary services were identified. Demographic data for Orange County suggested three models of senior center focal points: comprehensive senior service center, special population group senior service center, and mobile senior service center. Recommendations were also made regarding (1) service needs and designation of focal points, (2) administration of services in senior center focal points, (3) staffing of senior centers, and (4) criteria for planning senior service facilities.
