Beginning with a copy of the official application for a federal grant for $1,428,000, this document contains the plans (and supporting documentation) for the state of Wisconsin's Elementary Secondary Education Act Title I migrant education program for 1981 which would serve 3,300 children. Included are project approval information, budget summary, salary breakdowns, abstract of the plan, program narrative (with a statement of identified needs, objectives, and activities), federal and state assurances, descriptions of staff functions, migrant residence locations, and project school district maps. The abstract states that while the 1981 programs will focus on the K-8 instructional level groups, continued efforts will be made to expand and further develop programs for secondary level students. The plan states that the overall program will include reading, math, language development, music, art, field trips, career education, survival skills, social interaction skills, and an emphasis on positive self esteem. The program narrative indicates that day care services, health screenings, and hot lunch programs will be provided; that a predominantly bilingual/bicultural staff will be employed to meet the linguistic and cultural special educational needs of migrant children in Wisconsin; and that parents' participation will be actively sought at the operating agency level as well as the state level, in the planning, operation, and evaluation of all migrant projects.
