To assist directors of local migrant projects in planning/developing a project application and in implementing/evaluating migrant projects, this guide also serves as a reference or checklist for mandated responsibilities, as an outline of good management, as an evaluative instrument to both new and experienced project directors who wish to assess their management practices, and as an aid to local and project agencies in improving the quality of program implementation. Chapter II provides a description of the state's role in order to help the project director understand the relationship between the state and local administration. Chapter III lists the steps to a successful application and the steps in a project's development, including establishing a parent advisory council, assessing needs, stating objectives, developing a plan to achieve the objectives, surveying resources, determining the program emphasis, itemizing supporting services, achieving intra-agency coordination, and developing a plan to resolve complaints at the local level. Chapter IV is concerned with project implementation and 14 appendices are designed to further aid the project director in the area of mandated responsibilities. (AN)
