The Development of Information Transfer Measures for the Evaluation of Research Programs.
Information transfer measures hold the promise of being more useful than conventional, poorly identified, cost-benefit measures for evaluating scientific research programs. First, information transfer is one of the most significant activities engaged in by scientific research. Second, focusing on information transfer can provide substantial insight for the research program evaluator and administrator. Finally, focusing on information transfer measures requires thinking about the several interest groups and the different stages of research that are involved.
