The report describes a model program designed to develop, implement, and evaluate services to health impaired children in compliance with the mandates of Public Law 94-142 (the Education for All Handicapped Children Act). The first four chapters provide an introduction, statement of the problem, research strategy, and review of the literature. Chapter 5 outlines the eight objectives, including such goals as the development of a screening procedure and placement of all identified children in a least restrictive environment. Chapter 6 describes the procedures in implementing the program. Evaluation of the program is provided in the next two chapters, with applications and conclusions considered in the final two chapters.
