A briefly-worded booklet, accompanied by photographs, defines community education, recounts its early history, and summarizes the relevant federal legislation. The emphasis of the federal government on the states and on process is explained as placing more responsibility within the states for the development of community education. The elements of community education and its extent are discussed. Finally, brief descriptions are supplied for some federally-funded programs and descriptions of evaluation and dissemination procedures. (MLF)
