Legislative and Programmatic Trends in Adult Education. Task 1 Report.

This report provides as complete a description as available data permit of the nature and operations of the Adult Education Act Grant Program. It is divided into three major chapters. The first presents programmatic background information and a legislative history of the Adult Education Program providing funds to state and local projects. Chapter 2 contains a description of state and local programs based on statistical reports, state plans, and other available material. Specific topics include types and amounts of federal grants, state and local funding, organization and staffing, number and type of local projects, and instructional locations and participants. The third chapter contains a summary discussion of selected issues in adult education which have particular bearing on the Grants to States Program. They are divided into (1) issues of participants and participation (target population definitions, special populations and needs, participation trends, program outreach) and (2) issues of instruction (specialized needs of adults and teacher preparation, teacher certification, competency-based instructional design).
