The Standing Conference of European Ministers of Education prompted this report by their need to know about the impact of 1975 and 1977 official actions on various aspects of migrant education in their member countries. Answers to questionnaires sent to member countries and organizations in May 1978 are synthesized according to: (1) use of Council of Europe school career and health record; (2) the training of teachers, educators, and animateurs; (3) bilateral agreements; (4) the problem of the return home; (5) the native language and culture; and (6) technical and vocational training. Special issues on research, legislation, information, and participation are reported for some countries. It is concluded that an accurate evaluation is not possible because of the working method used to get results, inconsistency of answers to questions, and lack of time to implement the resolutions. Suggestions for appropriate changes in research methods are given, and the belief is stated that the problem of educating migrants and their children is far from being solved, nor is any rapid solution in view. It is emphasized that problems arising out of socio-cultural integration of migrants are even more serious than strictly technical and educational matters, and plans for their solutions should be carried out without hesitation, retreat, or deviation.
