Oversight hearings by the U.S. Senate Committee on the Judiciary on Title III of the Higher Education Act of 1965, the strengthening developing institutions program, are presented. Testimony includes results of investigations of implementation of Title III. Problems in program administration and compliance by schools are discussed. Amendments to the Federal criminal code are offered that will require schools to keep adequate financial records and that will hold officials accountable for the federal funds they spend. Ambiguities in what Congress meant by a developing institution and new criteria developed by the Office of Education for Title III eligibility are analyzed. This investigation was begun as part of an ongoing evaluation by the subcommittee on the relationship between the Justice Department and the agencies it serves. (SW)
