This manual is intended to introduce the public school system of the District of Columbia to parent groups seeking to improve the quality of education through increased involvement in educational decision making. Part 1 presents an overview of the public education system including the Board of Education, superintendent, central administration, regional superintendents, local schools, and employee unions. Part 2 presents information on the budget process including the sources of funds, steps involved in the process, and allocations for personnel and non-personnel expenditures. Part 3 focuses on school system personnel including superintendents, principals, and teachers. Part 4 presents information on curriculum decision making and textbook selection. Part 5 is a calendar for budget decision making. Part 6 outlines the steps necessary for parents and students to institute grievance procedures.
