This report describes a project for developing the capacity to provide Wyoming's local education agencies with the means, resources, and processes for effective incremental improvement of their ongoing education efforts, particularly in vocational education, through adoption of an adaptation of the National Institute of Education's Experience-Based Career Education (EBCE) program. The statewide delivery system involves the state department of education, the University of Wyoming, seven demonstration centers, and the Wyoming Innovative Network System. Development and training of the project staff, implementation of a six-step planning process, and dissemination of the system to local agencies are detailed. Appendixes present a project proposal generated during the early planning phases, a report on the designing and testing of an EBCE information system, and a developed management plan and a status report on implementation of that plan.
