Planning for Vocational Education through Needs Assessment.

For use in vocational education planning, guidelines are presented for conducting a needs assessment which would determine the numbers and kinds of jobs available now and in the future, the needs and aspirations of the local community, the interests and ambitions of the students, and the resources available to do the job. One section is devoted to each of the following: (1) the rationale for a needs assessment in the planning process, (2) an overview of the elements involved in the needs assessment process, (3) designing the study, (4) the job market analysis, (5) the existing program analysis, (6) the population analysis, (7) the resources analysis, (8) developing the program plan based on the assessment results, and (9) references. Data forms for use in all phases are included. (BM)
