This booklet is a summary of a report on the problems facing ethnic minority youth in Britain's multi-racial society and the services responsible for meeting them. The introduction outlines some of the broad issues involved. Section 2, "The Disadvantage of Urban Youth," describes the problems faced by minority youth in a racist city environment. Racial conflicts are addressed in Section 3, "Youth in Racial Strife." Section 4, "Types of Disadvantaged Youth," describes categories of young people ("can cope,""at risk," and "alienated") and delineates the concerns of each group. Services available for youth in the community are focused upon in Section 5, "Black Youth and the Statutory Agencies." Section 6, "The Policy and the Courts," describes the role of the police and courts in racial relations. Self-help projects are described in Section 7, "Black Self Help." Section 8, "A New Direction," provides a framework for the recommendations to the central government, local authorities, and the police and courts set forth in Section 9. (MK)
