Presented are guidelines for the preparation of a program syllabus for the training, development, and production of marine technicians to satisfy the needs of developing countries for this type of personnel. The proposed syllabus is action-oriented and stresses a combination of practical or laboratory work with theoretical, classroom discussion. Local training of marine technicians is stressed using available resources to the maximum degree, including instructors. Topics include preparation of course outlines, time frame considerations, staff and teaching facilities, and guidelines for the establishment of a training program. (BT)
