A Debate Judge Certification Test: Development and Operation on a State Wide Scale.

In 1978-79 the Michigan Interscholastic Forensic Association adopted a three-part testing procedure to certify debate judges and make them eligible for officiating at district and state tournaments. The development and application of the procedure required a blending of debate principles and administration. Certification as a debate judge required attendance at an analysis session, passing a 50-item test on debate theory, and the successful completion of a sample ballot after viewing a videotaped debate. During the 1978-79 year of pilot-testing these procedures, 176 people took the certification test and an initial passing rate of 89.8% was achieved. During two more years of using the procedures, more evaluation data will be collected and revisions of the test forms will be made. (Author/RL)
