This document describes the principles of the basic testing program of the Department of Defense Dependents Schools (DoDDS) and reports results in detail for the year 1978-79. Included are (1) the procedures used in developing the tests, (2) the statistical characteristics of the tests, (3) the methods employed in analyzing the findings, and (4) the curricular implications and recommendations based on these analyses. These documents were prepared for educators in the DoDDS system to serve as a basis for school level curricular review and development. Achievement test results are reported in detail in terms of educational objectives and subskills. A review of this document and its findings should assist in developing new instructional strategies to strengthen achievement within the basic skills in reading, language, and mathematics.
