This report reviews the activities conducted in independent (non-SUNY, non-CUNY) institutions under the New York State Higher Education Opportunity Program (HEOP) in the 1978-79 academic year. Information and statistical data regarding program administration, student eligibility and socioeconomic status, on-campus program structure, student achievement, and program financing are provided in the body of the report. Appended are statistical tables indicating the following: (1) entering HEOP student profiles by academic preparation; (2) entering student profiles according to public assistance, social security, veteran's benefits, and unemployment benefits received; (3) demographic (race, age, sex) characteristics of all HEOP students; (4) headcount enrollment, conditions of separation from program and graduates; (5) full time equivalent enrollment, adjusted expenditures and actual payments; (6) changes in per student expenditure, 1977-78 and 1978-79 (HEOP, institution, Federal and other); (7) 1978-79 institutional, Federal and State financial aid to HEOP students; and (8) HEOP professional personnel per institution for the 1978-79 academic year.
