Needs assessment questionnaires were sent to both social service providers and consumers in Contra Costa County, California. This project was designed with three purposes in mind: to determine the level and gaps in services provision for children in the county; to compare consumer and provider perceptions of children's services in the county; and to provide a tool for advocacy based on this assessment. Service areas of concern were alcohol and narcotics treatment, community health, counseling, crisis intervention, day care, information and referral, and mental health. A total of 1,723 Service Provider Surveys were mailed throughout the county to providers identified through the use of service provider directories. Questions in the survey dealt with such services as child care facilities, schools, recreation programs, health services, mental health services, and miscellaneous. The response rate was 19.6%. A total of 4,453 Consumer Surveys were mailed to individuals selected from census tract information. Of these, 200 were Spanish-language surveys and 1,012 were follow-up surveys. The response rate was 10%. County-wide results indicated that service gaps were seen in the following areas: day care, parenting, recreation, mental health, education, out-of-home care, and health care. Based on data obtained and evaluated, recommendations for change in all needed areas are elaborated in this report. Information is provided on observed trends in current services. Copies of questionnaires, raw data tabulations, a census tract map, and a ranking of the high need census tracts are appended. (SS)
