General information and operational suggestions are provided for the planning and implementation of uniform and continual systems for the evaluation of community college handicapped student programs and services (HSPS). After introductory material describing requirements for quantitative and qualitative data, the handbook discusses the goals toward which HSPS evaluation should be aimed--communicating with the public, providing information to decision-makers, improving existing programs, and providing additional satisfaction to participants. The handbook then discusses the HSPS documentation requirements and describes the use of an Individual Education Plan file in collecting data on the services provided to handicapped students. Legal requirements are then outlined, followed by: (1) a discussion of the use of external and internal evaluators; (2) a description of the planning required for evaluation and a list of suggested planning criteria; (3) a checklist of the steps in determining evaluation purposes and requirements; (4) a discussion of the evaluation of written program goals and objectives; and (5) an examination of the time of evaluation procedures. The handbook includes a bibliography and a glossary and is appended by a list of evaluation models, a selection of evaluation questionnaires, and descriptions of exemplary program evaluations. (JP)
