Final Report from the State Dissemination Capacity Building Project Directors on Priorities and Needs and Including Recommendations toward a Nationwide Dissemination Configuration.

The result of the work of the Select Committee on State Dissemination Capacity Building from August 1978 through February 1979, this report deals with the conditions which the directors assume are necessary to the success of a nationwide dissemination configuration, the needs identified by the state through a two-stage assessment process, and the recommendations which the directors have made, based upon the conditions and needs assessment. The recommendations comprise the main body of the report; several recommendations not receiving the consensus of the directors, but recognized by them to be of potential usefulness in the creative design of a nationwide configuration, are included in an appendix. Also appended are 16 suppositions (which may be viewed as recommendations by those interested in the development of the configuration), the results of the needs analysis, the 15 top priorities, the lowest five priorities, and a listing of agencies in terms of major responsibilities.
