Special Education Programs for American Indian Exceptional Children and Youth: A Policy Analysis Guide.

The guide is designed to assist state, Bureau of Indian Affairs, and tribal or Indian community controlled local educational units (Ed.U) in analyzing their special education administrative policies. Policy statements are presented that at a minimum meet the requirements of P.L. 94-142 (the Education for All Handicapped Children Act) and also reflect the special considerations that should be undertaken when programing for Indian exceptional children. The guide is divided into the following four sections covering the analysis of policies: (1) "Service Delivery" considers policy areas oriented toward identifying, placing, and serving handicapped children; (2) "Procedural Safeguards" explores policy areas outlining the legal and administrative definitions guaranteed to handicapped children and their parents in the identification, evaluation, and placement processes; (3) "Administration" presents policy areas oriented toward concerns with program management, personnel, facilities, transportation, and fiscal resources; and (4) "The Profile of Ed.U Policy Priorities" is intended to provide an ordering of the particular policy needs of the Ed.U. Introductory sections explain the use of the guide, define relevant terms, and provide a form for determining an Ed.U profile. (Author/PHR)
