Intended for administrators and students of literacy and education who are not necessarily professional scholars or researchers, this book interprets a large amount of literature about literacy. The first section of the book provides information about the following: factors in the achievement of literacy; planning a literacy program; organization and administration of such programs; program personnel, including the use of both professional and nonprofessional teachers and volunteers, the relationship between teachers and learners, staff training, and the role of supervisors; program participants; curriculum, content, and methods; program costs; and creating and maintaining an environment for living literacy, including the use of the various media, the training of personnel, distribution of reading materials, and information sharing. The second section offers guidelines for educational services as they apply to adult literacy programs and agencies, general adult learning theory, the primary school system, nonformal education, basic education, and research. The final section contains a bibliography and references. (FL)
