Three-year project description and third-party evaluation are included for a northern Mississippi Experience Based Career Education (EBCE) project program which sought to improve existing work experience programs through learning site anlaysis, individualized student learning packages with behaviorally stated objectives, and employer recruitment strategies. Development of prevocational skills (e.g., job search techniques) and guided job exploration are listed as primary goals of the project which employed three full-time learning coordinators, who, in addition to an on-site analyst and director, worked with six secondary and two postsecondary schools to provide services to a five-county area (over 600 participants directly and over 1,700 auxiliary students). Year-by-year summaries are included of objectives, activities, and accomplishments in program, publicity, staff development, dissemination, and evaluation. The third-party evaluator's report covers demographic background, general project description, and evaluation results for the last year (1978-79). It notes generally positive attitudes toward participation in the program, the fact that services were successfully offered on an open-entry, open-exit, part-time or full-time basis, and the expansion of the program to include high school dropouts and graduates and secondary and postsecondary students. Packaging of the widely-used orientation activities is recommended. The validity of using achievement tests (Career Maturity Inventory) to describe success or failure is questioned. (JT)
