A Longitudinal Study of Adult Basic Education in Virginia, 1970-1978.

A statwide evaluation study of Adult Basic Education (ABE) in Virginia was conducted during the 1977-78 school year and its findings compared to those of a 1970-71 study. The program factors addressed include the following: actions taken on the 1970-71 recommendations; student personnel services; instructional program; curriculum design; the demographic characteristics, educational background, professional experience and job activities of the local ABE supervisor, teacher, and counselor; and the profile and Adult Performance Level (APL) Survey results for ABE students. The findings indicated that action has been taken on thirty-nine of the seventy-five state-level recommendations made in the 1970-71 study. Many of the recommendations will take years to fully implement but progress is being made on most of then. Seventy-five percent (an increase of 12 percent since 1970) of the ABE supervisors indicated that their teachers did not have access to a trained counselor. There has been a slow but progressive growth in student enrollment since 1970. Currently, 89 percent of the teachers versus 87 percent in 1970 use heterogenous grouping within their classes. A good variety of instructional techniques are being used. The major shift since 1970 is a 10 percent decrease in field trips. The average score of 25.54 of the 1,251 students who took the APL Survey indicates that their level of functional competency is below average.
