Model State Policy, Legislation and State Plan Toward the Education of Gifted and Talented Students: A Handbook for State and Local Districts.

Intended for legislators, educators, and advocates, the document presents a model policy statement, statute, and state plan regarding the education of gifted and talented students. The models were based upon analysis of existing state policies, legislation, and plans. Preliminary discussion focuses on issues of mandation, administrative organization, and finance. Following the brief model policy statement, a model statute is presented with information on definitions, identification of gifted and talented students, service delivery, procedural safeguards, state administration, school district administration, personnel, and finance. Examples of alternative state statute language are appended. The model state plan addresses the following areas: right to education, identification, procedural safeguards, service delivery, personnel development, public notice and opportunity to comment, and fiscal management.
