The report presents information based on a 1978 survey on programs in 46 state education agencies for severely and profoundly handicapped (SPH) individuals. The principal section of the report discusses summary data on state consultants responsible for services to SPH students, definitions, percentage of consultant time spent on programs, child find, individuals served in specific school settings, service models, certification procedures, personnel preparation in colleges and universities, model programs, inservice needs, and major trends in service delivery. Appendixes, comprising the bulk of the document, elaborate on the above topics, and include a 20 page paper by D.
