This staff development module is part of one of three groups of career guidance modules developed, field-tested, and revised by a six-state consortium coordinated by the American Institutes for Research. This module is designed for vocational or employment counselors, community or social workers, and paraprofessionals who wish to establish a job information and referral service center based within a given community. The goal of this module is to help participants: (1) identify the target population and its employment needs; (2) determine the personnel needs of the referral center; (3) survey business and industry to find employment opportunities; and (4) establish an efficient system of job information and client referral. The module format consists of an overview, goals, objectives, outline, time schedule, glossary, readings, skill development activities, and bibliography. A Coordinator's Guide is also included with detailed instructions for presenting the module in a workshop setting as well as the facilitator's roles and functions, and the criteria used in assessing the participants' achievement of module objectives.
