The regulations of the New York City Board of Education which spell out an individual's right to have access to Board of Education records are given. The regulations reflect the Board of Education's attempt to meet the requirements of the New York State Freedom of Information Law of 1977. The regulations deal with the following topics: (1) the designation of an official who will handle requests for access to records and maintain a list of all Board of Education records; (2) procedures for: record inspection and copying, denial of access to records, and appeal of denial decisions; (3) the definition of "records"; (4) the definitions of "records exempted from public access"; (5) procedures for preventing unwarranted invasions of privacy; (6) the designation of the Chancellor's authority to issue rules and regulations to implement these regulations; (7) instructions to community school boards for providing access to community board records; and (8) clarification of how these regulations affect existing procedures for records access and Board of Education record keeping.
