Hearings held before the U.S. House Subcommittee on Postsecondary Education regarding reauthorization of the Higher Education Act and related measures are presented. Areas of focus include the student loan programs, the Guaranteed Student Loan Program and the National Direct Student Loan Program, and proposals to improve or replace those programs. Other topics of consideration are the Community Service and Continuing Education Program, authorized by Title I of the Higher Education Act, and issues related to Title IV, student assistance. The needs of the adult learner from a New York perspective are also examined. It is suggested that the Higher Education Act must adapt itself to the changing demographics of the American student population, and that federal programs must be responsive to increased numbers of students in the 30- to 55-age range. Barriers to access by adult learners to higher education are considered. (SW)
