The document presents the 1978 annual report on child abuse as required by Pennsylvania's Child Protective Services Law of 1975 (Act 124). Following answers to 11 common questions, an introductory section examines the nature and scope of the problem and Pennsylvania's response in Act 124. The Department of Public Welfare activities are reported for the Office of Children and Youth, ChildLine and Abuse Registry, Regional Offices, and Public Education. The next section describes the establishment of the Child Protective Services and reports on the following services available through Child Protective Services: multidiciplinary teams, instruction in education for parenthood, self help groups, emergency services, protective and prevential social counseling, emergency medical services, and education and training. Final sections address funding, legislative oversight, and recommendations for changes in Act 124. The section on statistical analysis includes tables on such aspects as the reporting of suspected child abuse, the results of investigations, and injuries sustained due to abuse. Three appendixes include forms used by the Office of Children and Youth, a directory of regional offices and county children and youth agencies, and a selected bibliography. (DB)
