Educational Program Costs for Mentally Retarded Children in Public Schools. Volumes 1 and 2.

Volume 1 of a two volume series deals with special education program costs in British Columbia with a focus on programs for mentally retarded children. After an introduction, seven categories of handicapping conditions are defined and the applicability of the proposed program categories to educational needs is discussed. The section on special education program costs describes the cost index and the National Educational Finance Project which developed the Rossmiler cost indices. The section also explores differences between elementary and secondary special education programs and among different delivery systems, and examines estimation of cost indices of programs for low trainable mentally handicapped students. The applicability of the cost indices and the function of pupil/teacher ratios in the context of costs are also surveyed. The applicability of incidence rates of handicapping conditions to the cost index is evaluated in a separate section. The required level of finance for the funding of special education programs for mentally handicapped children in British Columbia is presented in the fifth section. Cost effectiveness in relation to educational goals, special education programs, and the school district is considered in the sixth section. The final section presents recommendations that the special education program categories and cost indices be adopted and that ongoing research be initiated. Volume 2 provides extensive appendices, including financial guidelines and reviews of other programs. (PHR)
