Planned Continuing Education: A Study of Needs Assessment Processes.

A study of continuing education needs assessment procedures for use by clergy identified and examined eight plans which have as their primary aim the development of individualized plans for professional development. Telephone interviews were conducted with ninety-one randomly selected individuals who had each used one of the procedures. The eight plans examined were (1) Guide for Continuing Growth (Academy of Parish Clergy); (2) Needs Assessment Program (Notre Dame Center for Human Development); (3) Survey of Resources for Development in Ministry (Lancaster Center for Professional Development); (4) procedure from United Theological Seminary, Dayton, Ohio; (5) Proficiencies Objectives (Lutheran Theological Southern Seminary); (6) Parish Ministers Guide to Planning for Continuing Education (United Church of Christ); (7) Professional Assessment Process (Garrett-Evangelical Theological Seminary); and (8) Growth in Ministry--Model A Workshop (Lutheran Church of America). Major areas of questioning concerned what had prompted individual clergy to embark on the process, what components seemed most helpful, what educational plans or other changes had been made, and what had helped or hindered their follow-through with the plans. It was concluded that the procedures do increase participants' level of intentionality and focus in continuing education, especially when people participate with judicatory support in a group process with a facilitator, printed instruments, peer and lay feedback, and follow-up.
