This report, prepared by the United States General Accounting Office, focuses on the forecasting of science and engineering personnel in the 1980's and the use of the information in policy formation. The General Accounting Office recommends steps to be taken by the Office of Science and Technology Policy in evaluating the effects of major federal programs on scientists and engineers.
