This manual, part of a long-range planning model concerning goal formulations, is a revision and update of an earlier work on writing educational performance objectives (ED 073 529). It modifies and extends the former manual to provide the total system description necessary for curriculum development as well as curriculum implementation. The first section includes a short explanation of the writing of performance objectives. The second section addresses the actual development of curriculum. Its purpose is to assist educators in clearly defining what schools should be teaching and to express those findings in performance terms. It also presents techniques for placing a curriculum into a logical learning sequence throughout the grade levels. The third section covers methods and suggestions for managing a sequenced curriculum for individualized instruction, the final phase of program implementation. The manual is intended to help a district or school analyze, develop, and manage a curriculum for individualized instruction. Exercises are included. (Author/JM)
