Career guidance for youth and adult transition between education and work is a concept central to recent policy-making and national program development. This paper views career guidance as a function being transformed by changing economic, political, institutional, social and educational values and capacities. Recognition for the community-wide responsibility for providing career guidance is essential for effective planning.
