This monograph highlights the elements of four victim-assistance programs which demonstrate the range of services currently being offered. It provides a preliminary look at the impact of such programs and points out where more information is needed. Major topics include victim and witness services and monitoring thereof. The two goals of victim-assistance programs are delineated--enhancing the quality of justice by satisfying the emotional and social needs of crime victims and witnesses and increasing the willingness of victims and witnesses to cooperate with police and prosecutors after they have reported a crime.
