These materials are designed to provide a framework for the planning of guidance services for underemployed and unemployed urban adults. Part 1 contains research results, literature reviews and case study site visit reports which were conducted as segments of the study on urban CETA-based guidance services. Part 2 examines the role of cooperative relationships among agencies such as the National Alliance of Business, the U.S. Department of Labor and the U.S. Office of Education in improving the delivery of guidance services to CETA participants. Part 3 focuses on the service components of an adult guidance model including intake and assessment, the importance of information accuracy and depth, career guidance techniques, placement and referral, and peer counseling. The appendices contain a review of CETA and Youth and Employment Demonstration Project Act legislation as well as an annotated bibliography of resources for program planning and implementaion.
