A Special Education Program Review Guide.

The site review program guide is designed to assist local education agencies (LEAs) in the full implementation of Wiconsin's Chapter 115, federal law P.L. 94-142 (the Education for All Handicapped Children Act), and Section 504 of the Rehabilitation Act of 1973 through a systematic review and monitoring of the total special education program. The guide is divided into 12 sections, each representing a special education program component; screening and referral, nondiscriminatory testing and evaluation, multidisciplinary team and placement procedures, educational program and least restrictive alternative, development and implementation of the individual educational program, supportive and related services, confidentiality of personally identifiable data, hearings and appeals, special education administrative structure, certification of personnel and staff development, parent involvement, and building facilities. For each component, there are a number of specific questions which address a range of activities or processes by which LEAs implement the component. (SBH)
