The document presents Module 9, programs for the gifted/talented, of the Star Power modules developed for school personnel who have an interest in or a need to explore the area of gifted and talented education. It is explained in an introductory section that the modules can be used for independent study, for small group interaction, or for a large group inservice program. The document is divided into six sections covering the following procedures: laying the foundation (which includes becoming familiar with the reasons for making special provisions for the gifted/talented; surveying the local situation (which involves understanding the steps involved in planning a gifted/talented program); planning the program (which involves realizing the procedures needed to establish and implement an effective program); selecting teachers and planning staff development (which involves discovering the traits which are shared by successful teachers of the gifted/talented); evaluating the program; and funding the program. Each section reports enabling objectives, rationale, activities, preassessment questions, and preassessment evaluation procedures. A final note on postassessment is given. (SBH)
