Field Manual. Project ROME--FOCUS.

The program described in this manual is Project ROME-FOCUS--a field-oriented, competency-based instructional program for school administrators pursuing the sixth-year degree at Valdosta State College, Georgia. It is designed to help principals work more effectively with teachers in solving school problems. The manual is intended for use by both the instructor assigned to train a group of school administrators participating in the program and for the administrators themselves. The four main sections include (1) a program description stating all program activities and objectives, (2) lesson plans to be used by the supervisor in training participants and by participants in working with their teachers, (3) appendices that provide supplementary materials relevant to both the program design and lesson plans, and (4) visual aids for use in seminars and school meetings. According to the manual, the theoretical basis for problem-solving is consequence analysis or the competency of an administrator measured in terms of observable outcomes. Each program objective presented is organized in a way that attempts to help a school administrator apply this model in solving an instructional problem in his or her own school. (Author/LD)
