Vocational Education Operations Analysis Process.

This manual on the vocational education operations analysis process is designed to provide vocational administrators/coordinators with an internal device to collect, analyze, and display vocational education performance data. The first section describes the system and includes the following: analysis worksheet, data sources, utilization, system components (program/services, objectives/desired outcomes, and program costs), and time and sequence of program analysis. The second section provides instructions for completing the operations analysis worksheet (fourteen steps). The third section discusses the interpretation of the analysis process, focusing on three questions: (1) Is the program effective?; (2) How efficient is the program?; and (3) Is the program cost effective? Also included in the interpretation section is a paper by Lois-ellin Datta entitled "Inside the Black Boy: Process Evaluation as a Part of Cost/Effectiveness/Benefit Analysis." Provided as attachments are instructions for completing the program/course inventory (PCI) and vocational education analysis worksheets. (JH)
