Rhode Island Adult Basic Education. National Comparison Study.
A study was conducted to compare the Rhode Island Adult Basic Education (ABE) program with the ABE programs of other states and U.S. possessions. (The purpose of this study was to collect data on specific program variables which were not addressed by the National Advisory Council on Adult Education's 1978 Summary Report.) The data, pertaining only to programs which were ABE and funded solely under the Adult Education Act, were collected from the person(s) at the state department of education level responsible for the administration of ABE. The survey instrument examined three areas: population served, ABE staff at both the state and local levels, and operation of ABE programs at both the state and local levels. Findings indicated that Rhode Island programs differ from other ABE programs in thirteen of the twenty-nine areas measured in the study. Rhode Island deviations include the following: a high percentage of students who are veterans, fewer full time staff, fewer hours required for staff, higher ABE teacher wage, fewer responsibilities for the state ABE director, and no ABE funding linkages with other agencies.
