This report documents the development of educational television (ETV) and a satellite communication system designed to serve the educational and communication needs of Iran. An overview description of an ETV system for Iran and assessment of its importance for Iran's development is followed by estimates of the manpower needs of the country in terms of supporting the economic growth possible with projected oil revenues. Seven case studies (six in the U.S. and one in Britain) of ETV use with adult students are examined, showing that more students can be reached using ETV than with conventional instruction. Teacher training is used as an example to show how ETV can make it possible to meet Iran's enormous manpower needs. The design and production procedures of existing ETV activities are reviewed, and the geographic, demographic, social, and cultural characteristics of rural Iran are examined in an assessment of how ETV can play a role. Finally, several areas of concern where better understanding is needed of how ETV can be effectively applied are identified, taking into account its culture and level of development. (Author/RAO)
