This report of a conference cosponsored by the National Rehabilitation Information Center and the Clearinghouse on the Handicapped provides background on the need for a network system to make effective use of the Rehabilitation Services Administration (RSA) funded information services, defines and explains networking concepts and terminology, and describes representative information activities of future network members. Transcripts of presentations propose and provide supporting information for a Rehabilitation Information Network, with particular attention given to an explanation of the structure and services of the National Rehabilitation Information Center (NARIC). A directory of rehabilitation information resources focuses on the information activities of organizations represented at the conference, with information on services available, user groups, and contact information. Appendices include a resolution to support a rehabilitation network, the conference agenda, and a list of attendees. An appended concept paper addresses the problems and needs of disabled citizens, indicating the scope of their problems and unmet needs, and recommending new approaches in Federal legislation and administrative action to deal with these problems.
